This myth is used of opportunists and liars (Goebbels propagandists) to point to the brutality of Stalin and his disregard for human life.
BUT is problem - Stalin never said this sentence, and the first time this sentence appeared in Rybakov's novel "Children of the Arbat", published in the summer 1987.
Anatoly Rybakov coined this phrase and put into the mouth of fals Stalin in his fals novel.
Writer after the destruction of the USSR by opportunists lived in Manhattan and was very sorry that people do not remember about his authorship of this expression mythical Stalin.
